Yep, it sure can.  I used to live in the Philippines, and many many things they use over there are American made/compatible with everything American.

The only problem is is that a lot of people don&#039;t have DVD players; VCD players (lower quality than DVD players) are much more common than DVDs.</description>

It should work on a computer or labtop, because you can download numerous media players to watch videos.  However, on a  DVD player, it may not work unless they had an advanced DVD player where they could control such settings</description>
